Because the stratum shows how many ntp hops the router is away from the original source. So if a router learns the time from a time source that is stratum 1 it will be stratum 2 and if a device in turn learns off that router (with stratum 2) it will be stratum 3.

Subject: NTP Stratum
Hi Everyone,
When I configure NTP stratum as 2 on the NTP master , the other routers show
their stratum numbers as 3.
Why does it always show 1 number higher ?
Thanks,
Paul
