What is the question you are trying to answer? Is it something like
configure the switch port to come up immediately when you plug a device into
it?

I need to alter the time taken for a link to go from protocol up to down and
visa versa.
This is done by keepalive command on the inferface, or is there something
that can be done globally?
If the interface keepalive command is used should be set to 1, to minimise
the time, or to 0 to never send keepalives?
