hey David,
1. I just took what I had configured, by default IRDP broadcasts (multicast is more efficient to address 224.0.0.1)
2. As I understand it, clients will recieve addresses by both routers claimming to be the default GW and make the decision to use the router advertising with the higher IRDP priority (default priority is 0) also note I believe the hosts need to be configured with IRDP.
3. I think you can only tell on the host by running a trace
