I met the same problem serveral days ago. DLSW work only with TCP
encapsulation, but doesn't work with LLC encapsulation.

The problem is the MTU. Max-lf is 516 in your show dlsw reachability. Link
MTU must support 1500. Because LLC encapsulation cannot solve the
fragmentation correctly.
Try to use MTU 1600 on frame-relay interface. You will find that computer
can see each other.
