        The main disadvantage of using the 'frame-relay traffic-rate'
command is that you always use the default Tc for the CIR configured.
This is really only an issue when you are running voice over the
circuit, and need to decrease output delay by decreasing your Tc value.

I've studied this stuff several times but I'm still confused.

When should I use frame-relay traffic-shape and when should I use
traffic-shape rate...?

In Solie's book, he only talks about and gives examples of using
frame-relay
traffic shape. All I know is that the 2 methods are (seem) to be
mutually
exclusive.
