Your statement is not strictly accurate. Changing the OSPF hello
interval will affect the dead interval. So setting the hello interval to
25 seconds will automatically cause the dead interval to be 100 seconds.

But the reverse is not true. Changing the dead interval will not affect
the hello interval.

There are 2 parameters that work hand-in-hand. The hello interval and
the dead interval. When you change one, you automatically affect the
other. But how do I know what change to the hello interval needs to be
made in order to get the desired dead interval? I'll let you look that
one up :) Remember, this change needs to be made on all routers on that
segment or they will not come to a full state.
