Tcl Shell for Cisco IOS Software
The Cisco IOS Tcl shell was designed to allow customers to run Tcl
commands directly from the Cisco IOS CLI prompt. Cisco IOS software does
contain some subsystems such as Embedded Syslog Manager (ESM) and
Interactive Voice Response (IVR) that use Tcl interpreters as part of
their implementation.

For more information you can search "IVR tcl" or "voice tcl" on CCO and
you'll see a lot of uses for the TCL shell that is imbedded inside the
IOS. Looks like as of 12.3T there is a new use for it relating Syslog
also.

Of course we are talking about the TCL shell in the IOS here because TCL
itself is used for many other applications outside of the IOS.

The "TCL" shell is designed to be used for voice related features. The
shell isn't on platforms that do not support voice (i.e. 2500's, 4X00's,
etc).
