But the original question never said anything about telnet, nor did it say
to ensure that non-typo host names are still resolved correctly. It just
said to make sure hosts are not resolved via DNS. The comment about typos
looks like a distractor to me.
Suppose, after a "transport preferred none" I type, or rather mis-type,
"ping www.cjsco.com". In this case the router will still try to resolve a
typoed host name, whereas the same command after a "no ip domain-lookup"
will immediately terminate.
So I say "a".

Ozgur is right. Taken from CCO:
The router accepts a host name entry at the EXEC system prompt as a Telnet
command. If you enter the host name incorrectly, the router interprets the
entry as an incorrect Telnet command and provides an error message
indicating that the host does not exist. The transport preferred none
command disables this option so that if you enter a command incorrectly at
the EXEC prompt, the router does not attempt to make a Telnet connection to
a host that it cannot find.
