snapshot routing

Please look at following scenario:

3.0.0.0/8 ---loopback0 < router r1 > bri0 ---- 1.0.0.0/8 ----bri0 < router
r2> loopback0 ---- 2.0.0.0/8

r1 and r2 run RIP
r1 is snapshot client
r2 is snapshot server

Snapshor routing works only when RIP is running also for network 3.0.0.0 on
r1. When I configure only 1.0.0.0 on r1 snapshot server doesn't serve any
routes. Is it proper situation?
