I don't think penalty can be changed. It's 1000 by default. The configurable
dampening parameters are:

Half life
suppress
reuse
max-suppress-time

per-flap penalty (nonconfigurable)

Please correct me if I am wrong

How does one change the default penalty of 1000 to 1500 for a flapping
route?
I have seen the "bgp dampening half-life reuse suppress max-suppress"
command, is this the one?
If so which argument refers to the penalty?
