I'd say GRE is as much a VPN technology as MPLS or any other tunneling
mechanism for that matter. There is no inherent requirement for a VPN to be
encrypted.

I think you are mistaken about GRE.I would not say that GRE is a VPN
technology. Also, the blueprint does not say anything about it not being
part of the lab the last time I checked. I would not be quick to say it
won't be at the least, very usefull. It can be used to overcome many routing
issues and unless explicitly not allowed, might come in handy.
