ref-bw Rate in megabits per second (bandwidth). The range is 1 to 4294967;
the default is 100."
I think it's been available since 11.3. You'd want to use it on every OSPF
router on the network, so that they all issue the same cost to the same
bandwidth. You'd want to use 10000 for correct cost association of 10 gig
ethernet.
