Hi Jang,
128 K is the total bandwidth of the ISDN line. 50% of it will be 64 K. So for 64K(max), the dialer load threshold will be,
dialer load-threshold 50 (inbound|outbound|either).
This will trigger the second channel only after the first channel gets 64 k (50%) of traffic.
Similarly,use,
dialer load-threshold 1 either , for triggering the call after 1 % of the traffic on the first link.
