This command is basically for layer 3 properties.
 
In a basic ISP setup, you will have the radius server which will authenticate the user and give an IP address if the authentication succeeds. The username- IP mapping is fetched from the radius server.
 
In a corporate scenario, where there are no such servers, you can bind the username / IP address using this command. Authentication is not concerned with this command. Once the authentication succeeds and the client gets connected to the remote router, the IP address is assigned from the one configured from the dialer map command.
