custom queueing command "queue-list 1 lowest-custom queue 2"

Hello, Group. I'm doing a lab on CCO's partner learning connection and ran
across this command. I looked on the command reference on the doc CD and it
was not listed. Does anyone know what this means exactly. It mentioned
wanting a certain queue to be preemptive.
