Strange. What does your "debug dialer events" show after "DDR:
network x.x.x.x/y.y.y.y DOWN, primary DOWN"?
Can you paste actual output?

Yes. I mapped the network description of the address of the watched
interface (not the actual address of the watched interface), and the
address
of the other end of the ISDN line.
