Tom,
Traceroute(tracert) from a Windows host uses ICMP which is what PING uses.
Traceroute from a Cisco router uses UDP and not ICMP - hence you can ping from
the router to the destination and not trace (ACL or firewall before the last
hop allowing only ICMP and not UDP packets).
