Do you trace it from a Microsoft machine or from router or Unix machine. If you trace from either the routers or Unix machines, the problem can be either that the firewall from one of the hop does block the icmp unreachable or the router has disable ip unreachable on the interface as router or Unix use udp traffic to trace whils microsoft machine uses icmp traffic.
