There was a loop. Hitting the LP button on the back did nothing, though. I
had to go under the interface and issue the command "no loop line". This
made the loop drop and the line normalize. Strange. Thanks for your help,

Check your cable pinouts. If it is looped it is because the router is
seeing itself in its keepablives. Your cable may be incorrect. If not,
then hit the "loopback" button on the back of the wic card to make sure that
it is not hardlooped.
