Jim,
What version of IOS are you using? I've seen issues with older IOS
versions (i.e. 12.0T) where without the dialer-group command the router
would experience encapsulation failed messages when trying to send
packets. You shouldn't have issues with 12.1T.

Until I put the dialer commands on the called router it would not work.

I did have my dialer map on the called router with the dial number left
out.
