I added the keyword "non-silent" on the 3550 in the line
"channel-group 13 mode auto non-silent"

Have you verified that it is an etherchannel problem and not a link
problem or a cable problem?
Remove the etherchannel stuff on both ends and verify each of the
3550-1912 links is stable.
