Yes this is true. This is usually a function of the DCS in the CO. It can
be setup for "pass-through" timing or it can supply the timing. In my
previous job, i have ordered several hundred circuits from many providers
and the majority of them where always setup for pass-through, meaning that
we would set one end for internal timing and the other end for network.
