The IRDP could work, but I would not go there.

Only protocol I would consider in your case is VRRP (it is going to take a
lot of push and pull to get me away from HSRP - how many drinks are they
buying for your? :) ).

It is supported in 12.2.T and 12.3 (+ some 'double letter' releases). Here

P.S. Since it is for production the customer has to ask themselves how
valuable the stability of the network is versus to not using Cisco's
proprietary algorithm. I would stick with HSRP for another year, but call
is yours.
