Remember that you have two different cases to consider - inbound dial peers and
outbound dial peers.

With inbound, IOS checks (in order:)

1.) Called number (DNIS) with incoming called-number
2.) Calling Number (ANI) with answer-address
3.) Calling Number (ANI) with destination-pattern

With outbound, IOS checks destination-pattern unless you have DID configured -
then it uses incoming called-number.
