Standard E.164 Number

The + character when used in front of the dial srtring indicates a standard
E.164 number.
 
Can anyone elaborate on this ? I have not been able to find much in the docs
 
Also, I have two routers configured to use this argument "+" and it would
only work on one of them. They are running different versions.
 
If the argument is used does the following string need to be a E.164
standard number ?
 
destination-pattern +4444
