I didn't see anyone else respond, so I hope this helps....

You can apply CAR on VLAN interfaces in the MSFC. There's a couple of
variables you need to consider first. MLS (multi-layer switching) will
cause only the first packet in the layer 3 flow to be routed. The rest of
the flow will bypass the routing process. You have two workarounds. One,
you can apply the CAR config to incoming traffic rather than outgoing.
This works best if you trying to prevent certain traffic types from
entering or leaving the router (not very good for bandwidth shaping
though). Secondly, you can use qos acl's in the layer 2 engine. Hope this
