Say you are a ISP with a T3 to a customer. You want to offer them a subrate
service of 10 Mbps.
Wouldn't it make more sense to have both a rate limit input and output ?
versus just a input rate limit ?
If enough people were doing downloads it seems to me that they could exceed
the limit because there was no output rate limit on the ISP's interface.
