1) I would use the Cisco's recommendation to config CAR

"Cisco recommends the following values for the normal and extended burst
parameters:

normal burst = configured rate * (1 byte)/(8 bits) * 1.5 seconds
extended burst = 2 * normal burst
"
So, I would config the following (I suposse S8 is a T1):

  class CLASS2
     police 308800 57900 115800 conform-action transmit exceed-action
drop
  class CLASS3
     police 463200 86850 173700 conform-action transmit exceed-action
drop

2) Why do you only match router's interface's IP as IP source address?

I would config the following:

access-list 2 permit subnets behind R2
access-list 2 remark Traffic from R2
access-list 3 permit subnets behind R3
access-list 3 remark Traffic from R3

3) Question, Is necesary config "bandwith percent" on CBQF classes?

Is my opinion, Any update?
