deny explorer packets for MAC address

I am working a lab that calls for the routers to send no explorer packets to R4
for the Mac-address 0004.0004.0004. They are allowed to send explorer packets
for any other Mac-address they are searching for.

I already have DLSw configured.
My thought was to use access-list 200 deny 0x4

The topology is all ethernet
Anyone have any ideas ?
