Multiple EIGRP Summary Addresses?

Is there a way to create multiple summary addresses between
two EIGRP neighbors? In other words, suppose for whatever
reason, you have a subnet plan on a network and you want
to advertise 10.1.0.0 /16 and 10.2.0.0 /16 as summary
addresses on the same interface. How can that be done without
using a summary address that contains both?

My first idea was to use a distribute list out but that's only
going to filter what is already in the route table and if
those summary addresses aren't there then it wont work, right?
Maybe I would redistribute static routes somewhere on the
network and then on the routers where I want summarization
then I could use the distribute list? Is there any other way
to do this? Multiple EIGRP processes perhaps?

In case this isn't clear, suppose you have a network with these
subnets.
10.1.0.0 /16
10.2.0.0 /16
10.3.0.0 /16

You want to use each of these blocks at 4 sites: NY, LA,
SF,CH like this:

LA 10.1.0.0 /18
     10.2.0.0 /18
     10.3.0.0 /18

SF 10.1.64.0 /18
     10.2.64.0 /18
     10.3.64.0 /18

NY 10.1.128.0 /18
       10.2.128.0 /18
       10.3.128.0 /18

CH 10.1.192.0 /18
      10.2.192.0 /18
      10.3.192.0 /18

Im looking for a way to advertise multiple summary addresses
between the sites. Any insights or pointers are appreciated.
And this is only in an EIGRP environment. Obviously this
is not an optimal subnetting plan in terms of summarization.
I'm trying to work through a problem where an optimal subnet
plan is not a possible solution. Thanks for assistance.
