IGMP filtering controls only group specific query and membership reports,
including join and leave reports. It does not control general IGMP queries.

The way i understand the above statement from the config guide is that it
filters the hosts join and leave reports. so if the filter in fa0/4 is to
block the join and leave but there is no host there, you said it's a router
then it's not blocking anything. Try the filter on host's port.
