All ports on the 3550 are default to vlan1, if the vlan is shutdown then
nothing should link. Not sure why you are seeing a link with other equipment
vendor.

I have a 3550 switch with factory default config. When I connect a 3550
fastethernet interface to a 2610 router ethernet interface, the link led
turns orange. The speed and duplex settings match. The 2610 ethernet has
only an IP address configured. The 3550 fastethernet has nothing configured
on interface fastethernet. The strange thing is, this is happening to all
ports on the 3550 and to all new 3550's I have. One thing I noticed is that
the interface vlan1 is shutdown. Is is happening because of this vlan1
shutdown?
 
When I connect the 3550 to another vendor switch, the link led stays green.
When I connect the router ethernet to another vendor switch, the link is up
and green.
