Custom Queuing Definitive answer

I've seen a lot of traffic back and forth regarding the byte-count
calculations with custom queuing. There seems to be two conflicting
opinions. One idea states that you must know the average packet size of
the protocol and then normalize, divide, do the hokie pokie, etc. The
other idea states that, starting with IOS 12.1, you can use 1500 as your
guide and then use percentages and ratios to compute your byte-count.
I've seen some sample labs scenarios that don't give you an average
packet byte-count but still instructs you to give a certain percentage of
bandwidth to a traffic flow. Which one's correct?
