CAT3550: port priority

Folks,
I'm confused with the meaning of the command
 "spanning-tree port-priority priority "
and the command
"spanning-tree vlan vlan-id port-priority priority"

what is the meaning of the below one exactly , and if both are
configured , will one of them overcome the other or there aren't related
to each other?!!!
