Typically the protocol on an SVI will stay down unless there is a device
connected in the same VLAN or a
trunk is configured and up with the same VLAN's allowed.

With the SVI for VLAN 1, does it only comes up when there are 2 switches
connecting to each other?
In other words, if I only got one switch (while all the others are routers),
