Chuck,

I am not sure if LMI was being sent or received but in the MGX, there was no
traffic coming in and out when it happened.
And also, sometimes I see Inteerface UP and LineProtocol UP, other times I
see Interface UP Line DOWN. I dont really know whats cauzing it.
Next time, I will definitly debug LMI.
