Hi Yuki,
Can you give us more info? For instance, what version of IOS are you
running? Do you have integrated CSU's or are you using a standalone unit?
Were there errors on the line when you observed the "lock"? Are you using
subinterfaces, or one interface with map-statements? What model router are
you running?
I have run a number of frame-relay sites, and haven't seen that. But maybe
more info will provide the clue.
