I agree,

When you do a session 15 you are really just doing a telnet to 127.0.0.x
were x is the module number plus 10. If you router is in RMON you have no IP
running on the MSFC. Doing a switch console will give you the same vt100
access to the MSFC to wach it boot and other stuff like RMON recovery.
