This is where you have the problem.
You have same system ID.. Under this commend.

quite simply you have configured the same NET 47.0010.blah blah blah....then
the system id such as 0000.0000.0001.01 on two routers. Missing out the
last 2 digits the next 8 are the system ID within the NET command under
ISIS. This is where you have configured a duplicate id.
