I did not read your first question,,
So let me see, if I can answer your first question little better.
And I know,,,,, I had same questions about 7 month ago and after playing
around for a month or two before notice the issues.
For OSPF point-to-multi-point. You do not have to put in spoke to spoke map
because OSPF PTM will create what you called /32 routes.
Check your route table for ospf,,
You will see 192.16.23.45/32 , 192.16.23.46/32 so forth and so on for all
frame-relay network.
This is only for OSPF ptm network, and Yes this is a feature built in to
ospf, you can read more about it in OSPF / frame-relay section.
For any other network type or routing protocol, you will need to map spoke
to spoke and broadcast keywork.
---- In the past I also did not map spoke to spoke in frame-relay, and one
day I found that I was not able to ping spoke to spoke, although I had all
the route and neighbors.. -- I was running on broadcast mode, and all the
pings that go between spoke to spoke will fail, It took me about an hour
before I realize what was going on, I just got used to running ptm mode all
the time I forget to map spoke to spoke -- learned this the hard way.
Now I always put in spoke to spoke and the broadcast keyword for all
frame-relay map statement, why ? Because its safe and do not have to worry
about something braking after spending 3 hours building the lab.
You may not need it,, But always be safe, it does not hurt to put in the
commands but if you do not it might hurt you,,
