3550_1(config-if)#spanning-tree guard root

This will prevent a port from becoming a root port. This will prevent a
customers downstream switch from becoming root.

The set spantree root command sets the priority but another switch could
still be set with a lower one.

Switch(config)#spanning-tree vlan 9 root primary
