  The most obvious was the last site I did. Customer had a simple
point-to-multipoint frame-relay network. Head end was DS3, sites were
T1. We had to finally call TAC to get it working. Turned out that it was
configured fine and indicating that it was working properly. However,
voice broke up even on a modest traffic load. The fix was to turn on
fragmentation. While I understand the need for fragmentation on very
slow links, this was a full port T1. Cisco TAC could not give me an
explanation; just "you have to fragment sometimes to get it to work".

Odd quirk, but once one knows the solution, it's easy to fix, albeit
with a bit more overhead. Code was 12.2(8)T I think...or close to it.

The way we tested it, trying to break it, is completely flood the link
(FTP traffic was the easiest for us), then see if your critical traffic
is being correctly scheduled and choking the FTP traffic back.

No matter what we did, CBWFQ worked perfectly over a frame-relay T1,
albeit it has its' quirks to get it to work correctly.
