RE: Question on IP CEF

Does CAR require CEF for *all* routers, or only VIP-enabled routers,
such as the 7500 series?

http://www.cisco.com/univercd/cc/td/doc/product/software/ios121/121cgcr/
qos_r/qrdcmd4.htm#1037428

The above link states:

"CAR and DCAR can be configured on an interface or subinterface.
However, CAR and DCAR are not supported on the Fast EtherChannel,
tunnel, or PRI interfaces, nor on any interface that does not support
Cisco Express Forwarding (CEF).

CEF must be enabled on the interface before you configure CAR or DCAR."

---
I question the veracity of the above statement for two reasons.

1. I have come across statements in older books and documentation that say CEF is only needed for CAR on high-end routers with VIP cards.

2.I notice that I can enable CAR without CEF on low-end routers in a lab and the IOS does not complain. However, without any traffic to test, it's hard to tell if it's really working

Is there anyone with real-world experience who can shed some light on this?
