With each provider we have two peering sessions. On our side we run iBGP
between two 7200. They are peered over the internal interface and use
HSRP for our inside network. The HSRP tracks the outside interface of
each 7200 and if that fails then all outgoing traffic will switch over
to the alternate router. If the ISP is still using the failed router as
its next hop we will have to wait for the timers to expire for them to
switch over to the secondary. I am pretty sure that the timer change
will resolve this issue. If I am incorrect could someone please set me
straight?

Also if the inside interface fails and the failed router still has a BGP
session setup we will loose all traffic until the router sends out
another advertisement saying that he no longer has routes. So another
configuration I was going to make is the advertisements interval command
for each neighbor. I think this will change the time between each route
advertisement in BGP.

You do not need to configure the other side. The routers will use the
lowest configured value between the two.

If you don't mind me asking why do you want to adjust the timers?

This is about the timer command for a BGP neighbor. If I set the timer
for one end do I have to set it on the other neighbor or will both
keepalive and holdtime be negotiated when only configured for one peer?
This is in a production environment where we do not have access to the
ISP routers and we are peered to four providers. I would like to to
adjust the timers without the ISPs getting involved.
