It could be a lots of things that could bring up BRI.

Unwantd LSAs. - route loop from different protocols
Peer neighbor - may nee no peer neighbor statenetb
CDP....

Send me your configs.

now, but the bri could stop to dialer-up, Why? Even I set
the demand-circuit command on bri interface.
