i think alec's statement

is correct.

example:

"bgp network backdoor" command

this one changes the ad of the external route to 200 so that igp routes are preferred but

"The BGP best path selection algorithm does not change when a network is configured as a back door. "(cco)

by the way

have a look at ipe 32 bgp section...
