Uooooo, it is hard for anyone to touch on the topic, because it can bring up
all things about QoS and the original question won't be precisely answered.
One of the methods, I would carefully say, is the custom queuing.
You can restrict the ftp traffic to a certain portion of the bandwidth.
In other words, you can stop the ftp traffic from sucking other portion of
precious bandwidth.
