rtr(config-router)#area 1 nssa default-information-originate

The "always" keyword only applies the the "default-information originate"
command, not the "area x nssa default-information-originate" command. The
"area x nssa default-information-originate" will always generate a default
route into the nssa area, whether you have a default or not.
