This don't think this is how route-maps on redistribution work. Is this an
exception for match condition in route-maps on d-i-o statements (and without
"always" keyword)?

With BGP, conditional advertising can be done with next-hop. I recall seeing
samples on CCO and trying it. However, I don't recall off-hand if this was
normal routes through redistribution or on d-i-o statement. I had assumed it
could be done with IGP but not tried.
