The spokes shouldn't become neighbors unless you have a full mesh
between all three routers. The hub router will not forward a EIGRP
multicast packet by design.

It appears the behavior you are observing is correct. If each of the
spokes has the routes of the other spoke it is working splendidly.

Thanks for your response and sorry for the lack of clarity.

I did disable eigrp split horizon although I didn't explicitly say
eigrp. I
figured that since I mentioned that each spoke could see the routes
originating from the other spoke it would be apparent. I also figured
that
since split horizon is diabled by default on frame relay physical
interfaces, it would clear that I was referrring to eigrp's split
horizon.
But, I probably should have been more explicit. Sorry about that.

But, now that this ambiguity is out of the way, do you have any
thoughts
about this neighbor issue? Jim

You need to specifically disable split horizon for EIGRP. Just disabling
split horizon for the interface will not have any effect on EIGRP.

I've configured Eigrp over F/R physical interfaces on each router with
rtr3 as
